Creates headings in Font Times for portals such as A̱na̱nwuai:Lyenfilosofi, use with

• Ta‌̱mpi‌̱let:Ta̱mpi̱let ku
• Ta‌̱mpi‌̱let:Ta̱mpi̱let .

The numeric value in the first parameter determines the color of the line below the heading (see also Help:Color). If the numeric value in the first parameter is omitted (or invalid), the line does not appear.
